What is accessibility?
Accessibility means accessing information without any restrictions due to disabilities. There are many people who access information on web sites from contexts that are very different from ours. We are talking here about people who may have problems with their hearing, sight or mobility. They may be people with reading or comprehension difficulties, or with problems using the keyboard and the mouse. We also include in this group those people who programmes that only read texts, a small screen, restricted connection ... in short we are talking about users with technological limitations. These groups represent between 10 and 20% of the population, and it is generally very difficult and even impossible some times for them to browse a web page at the present time.In order to resolve all these problems, instruments and tools have been created (such as voice browsers or screen magnifiers) that allow us to adapt the computer so that it can interpret different contents correctly.
The work of the Department of Social Integration and Employment to help the disabled
So that our web site reaches as many users as possible, the Department of Social Integration and Employment has tried to design a web site that is accessible for each and every one of its users, regardless of any disabilities they may suffer from. With all of this, we would like to help to reduce barriers and social discrimination created by the changes caused by new technologies. To enable our project to achieve this we have applied the Accessibility guidelines or Accessible Design General Principles established by the WAI (Web Accessibility Initiative) Work Group, which is a member of the W3C (Consortium for the World Wide Web).In the same way, we have used standard formats established by the W3C and we have followed the Accessibility Guidelines produced by the WAI, so that we fulfil these at AAA level.

Standards
The languages used for the contents and their structure are XHTML 1.0 and ASP 2.0, and to arrange the elements and present them graphically Cascade Style Sheets (CSS) have been used. All the pages have been validated as XHTML 1.0 and CSS 2.0.Browsing the web site
Page structure
To make it easier for our users to browse the web site, all the pages maintain a similar structure which consists of:A heading, a body or development area of the section which we are in, and a foot or lower bar that "closes" the page. .
The heading
The heading is divided into three parts:
- A menu at the top that contains links to the web map, contact zone,
accessibility guidelines and languages.
- Corporative area with logotypes, where the logotypes of Gipuzkoa Provincial
Council (that links up to its web site) and the Department of Social Integration
and Employment logo (whose link refers to the web site home page) are
displayed.
- Main browser menu, that consists of the main points that are developed
on the web site.
On all the web site pages, except on the home page, two links have been
provided using legible code with the visually disabled in mind. These
two links allow you to access the main browser menu directly (skipping
the menu at the top in the heading and the logotype area) or to access
the development of the content in this section, so that you can avoid
the main browser menu. With these we want those users who use reading
software to avoid having to read all the items on each page that are repeated
until they access either the main menu or the page contents.
The body or development
We call the middle section of the web site the "body or development" which includes the texts that explain each of the main sections. In some of these sections we can find submenus at the top that split into sectors or divide all the information that they contain. With these we ensure that users have all the possible options available at first sight or on a first reading so that they can go to the one they are most interested in.
The foot
The lower bar or "foot" is what closes the web page. This
is why it contains items such as copyright, or once again, the Gipuzkoa
Provincial Council logo.
However just as we have done in the heading, here we have also included
a link to the main browser menu in order to make it easier for those users
who have reading software to access this.
Rapid access keys
We have fitted out rapid access keys that make browsing easier.
Rapid access keys in different systems
To use these rapid access keys in systems based on
Microsoft Windows you use the combination of the ALT key + rapid
access key (in Internet Explorer 4.0, Netscape, Mozilla Firebird) or ALT
+ rapid access key + ENTER key (Internet Explorer 5 or above).
To activate the rapid access keys in Opera: Capitals
key + Esc.
In systems based on the MacOS operating system you can
use the combination of the CONTROL key + rapid access key.

Links and images.
Most of the links on this web site contain a description by means of the attribute "title". All the images also contain a brief description by means of the attribute "alt".
Visual design
This web site uses layers and cascade style sheets (CSS) for formatting information visually. The content has been separated from the presentation, to ensure both access and the correct display of the information in different settings. Relative font sizes have been used, which can be configured by users and by the text options on their browsers. We have checked that this web site can be correctly displayed on various versions of the main browsers (Internet Explorer 5.5 and above, Mozilla, Opera), platforms, equipment and configurations.
